[WT-support] LX8HQ not counted as a multiplier

Hi,

I worked LX8HQ during the IARU HF contest but Win-Test don't count it as 
a multiplier. There is a "?" (question mark) instead of a " H" in the 
column after the report received (RL).

Both cty_wt_mod.dat and itu.dtb files are updated (last versions for 
both) and the report field (RL) is automatically filled but Win-Test 
don't tell me it's a new HQ.

What is wrong ?
