Some USB-to-Serial adapters require RTS or DTR (or both) to be set to
ALWAYS ON to provide power. Do NOT set these pins to Handshake.

Radio type is K3? Is "Don't Poll" checked? If so, uncheck that. Is the
baud rate set to match the radio? Is there a P3 connected too? Baud rate
setting in P3 needs to match Win-Test.

Radio type is Icom? I so, is CI-V Transceive ON or OFF (in the radio)?
Probably OFF, since N1MM+ doesn't support CI-V Transceive ON. In that
case, you should not check "Use CI-V Transceive" in Win-Test, and again,
make sure that Don't Poll is UNchecked.

If still no luck, try changing the polling rate in Win-Test from AUTO to
500 ms or try using OmniRig instead of the built-in support, or send me
your WT.INI file (File | Explore | /cfg directory will open the file's
location).
