I guess you are asking how to make Win-Test automatically generate audio
for callsigns via phonetics, e.g., a .wav file for every number and letter
plus "stroke" (/), so that you can use Win-Test on phone like you do on CW,
just by typing a callsign and pressing [Insert]?

This is not supported by Win-Test.  Those who used this feature in the old
days with CT software found it not be a very effective feature (it slows
everything down).

It may be possible to do this via a LUA script, but a 3rd party audio
library for LUA would be required, and it probably wouldn't work any better
than CT did.
