Did you select Tools -> Data Entry -> Exchange Guessing -> Automatically?

If you select File | Explore | /Databases directory, do you see
arrl-usve.dtb or only arrl-usve.zip?  Note that Windows will not display
the last three letters of the file name unless you change a Windows
setting, as described here
