[WT-support] [wrtc2014] Final update to IARU HQ Multiplier Prefill files

The contest has not started yet.  Probably just having some fun.

WR1TC is not an HQ mult.

Do look for NB2T (PB2T op) as an R1 mult and KK1Z (XE1KK op) as R2 or AC.
