[WT-support] Error opening UDP socket and Windows XP

Microsoft first released XP in August 2001 and will cease support of XP in April 2014.  This seems to suggest that one should update the OS on their computer and stop using XP.  I'm also guessing that most contesters have upgraded other parts of their station since 2001, why not upgrade the computer?
