[WT-support] CW speed

Hello Anton,

use "-" and "+" character in messages to decrease/increase CW speed by 4 
WPM (for each -/+ used). It is mentioned in the Win-Test wiki in 
"Message Variables" chapter (a bit hidden indeed).
