[WT-support] First WRTC 2014 dev version available

I don't think anyone has reported any issues with it yet.  I assume people
have been testing with it.  They should keep doing that.

Recommendation:  be sure to select Tools -> Data Entry -> Disable CW cut
numbers translation.  The only issue I had with this software during
WRTC-2010 was I logged some HQ abbreviation like "ATT" (?) and Win-Test
translated this to "100".  Checking this data entry option removes that
translation feature.

Note that the ITU.DTB file is not used so when you log a HQ station like
W1AW for the *first* time, Win-Test does *not* pre-fill "ARRL" as you might
expect.  It prefills the ITU zone 08, so you have to overtype that.
