[WT-support] 2-Tone RFTTY decoder

If 2-Tone supports the same communications interface as MMTTY, then it
should work OK with Win-Test.
What happens if you go into the RTTYSETUP dialog of Win-Test and change
MMTTY.EXE to 2-Tone.exe or whatever it's called?
