[WT-support] wt.ini location

Yes, Windows 7 uses the same location as Vista.  I think Windows 8 is
probably the same.

There are some Windows environment variables you may be able to use to
query the location.  On my Windows 7 system:

ALLUSERSPROFILE=C:\ProgramData
SystemDrive=C:
SystemRoot=C:\Windows

On Windows XP:

ALLUSERSPROFILE=C:\Documents and Settings\All Users
SystemDrive=C:
SystemRoot=C:\Windows

Note that the -i Win-Test command line parameter allows you specify an
alternate .ini file *name* (but not a fully qualified name with an
alternate directory, as far as I can tell).

e.g.

wt -i bob.ini filename.wt4

looks for a file named bob.ini in the %ALLUSERSPROFILE%\Application
Data\Win-Test\Cfg\ directory.

If writing a LUA script, the directory of the ini file can be determined by
calling wtApp:GetCfgPath().
