This is typical of a Windows resource issue.  It's one reason Windows
systems should go through a cold boot/restart before any critical event
(e.g. before a contest).  The cold boot/restart (restart in Windows 8)
causes Windows to reload and reinitialize all drivers and unload any
uninstalled/unused drivers, free up memory that may have been abandoned
by programs, and compress/reorganize the system swap file.
