Win-Test runs fine under Windows 7. The function keys don't do anything if
the mode is set to phone and no messages are programmed. Same for CW.
What happens when you press F9 or F10? You should see windows open and
close. If that works, then the function keys are working fine. If not,
something is wrong.
It is recommended to start Win-Test using "Run as Administrator" if you are
signed in with a standard ID (right click on the Win-Test Icon).

That could be part of the problem. Type NOSOUND [Enter] in the Win-Test
logging window, and the timing of the generated CW will be much better.
Listen to the sidetone of a real radio, not the PC speakers. "Speaker
beep" is an old hardware feature used by Win-Test that is rarely supported
well by current generation hardware.
