Thanks for the fast answer!
Problem is solved.
"trick" was to select EU VHF contest, CLOSING Win-Test, REOPEN it again
and all starts to work - also with NAC contest selected.
Box "Enable Frequency Offsets" -
was checked from the very begining.

Did you remember to check the box at the top of the Frequency Offsets dialog, the checkbox that says Enable Frequency Offsets?

Bandmap works when tuning radio but still shows HF frequency (e.g. 28075)
Entering freq from keybord that frequency appeared on the bandmap (e.g. 144075)
but when again tuning the radio that freq changes back to HF frequency on the bandmap.
What selection else (menu or setup step) I missed?
