[WT-support] New Rules in IOTA and WinTest

Hi everyone.
I am having some trouble running the nightly version on one of my notebooks.
The version 4.9.1 runs ok but when I try to open the wt_dev.exe it doesnt
open. It just doesnt do anything, in the task manager I can see that
wt_dev.exe runs for some secunds but then it goes away.
Any idea what could this be?
Running win 7 in a Toshiba
