Yes,  if you write a two-line LUA script:

wtKeyer:GrabHighlightedCallsign()
return -1

and assign it to a function key such as F9, pressing that key *should* grab
a highlighted callsign from the active radio window, without transmitting (I
think), but I still have no easy way to test this right now.  Please try it
and let us know.  Maybe it behaves differently when you are in RUN vs. S&P
mode.

Just use Tools | Scripts Manager (or the text command shortcut:  SCRIPTS) to
create the 2-line script and assign it to a key.

Please note that the "INSERT key grabs highlighted callsign from the RTTY
window" option still has to be checked in the RTTY Configuration window or
else this function won't do anything.
