Are you saying that when the soundcard DVK is enabled, and you start typing
a callsign, the numbers and letters don't appear on the screen as soon as
you type them? Or are you saying that when you press a key like F1, it
takes a long time for the message to be played on the radio?

Do you have an anti-virus program with "Auto-Protect" enabled? Try
temporarily disabling it to see if that fixes the problem.

Do you have a PTT port defined? (A COM port PIN, an LPT port PIN, microHAM
control protocol, or no PTT pin at all, so you are using VOX?)

If the messages play slowly, is it possible that there is a long gap of
silence recorded at the beginning of the messages?

How much memory (RAM) do you have on the machines? 1 GB is really the
minimum for Windows XP these days; more is better.

Are your hard disks really full? Are you using any "external" (USB) hard
disks?

Are you using the Win-Test Contest Recorder as well as the voice keyer?
