Yes, .DAT files such as ARIPROV.DAT should be saved under the countryFiles
folder (File | Explore | countryFiles directory). They are text files that
you can view and edit with any text editor such as Notepad or Wordpad.
I have the two following database files under the DATABASE folder:

> ARIDX.DTB

.DTB files are pre-fill binary "database" files. The ones available from
http://download.win-test.com/v4/databases haven't been updated for almost
six years, so they will probably do you more harm than good, pre-filling
exchange info without out-of-date information. I would erase or rename them
rather than rely on the data that is there, or if you can find old ARI
contest logs, you can open the logs with Win-Test, then do File | Update
database to update the proper .DTB files with data from your logs (start by
opening the oldest ARI contest log going back to 2005).
