[WT-support] missing mult in RDXC

Hi,

in RDXC some UA0U stations used ZK instead of CT as oblast ID. This is the new 
obl code of the merged territory of previous BU and CT. 


You can get it properly counted if you add 

ZK CT 

line to oblasts.dat file. 

The other entries could be deleted, as they got very obsolete.

EW  EV
KJ  KY

It would create a mess of some R0O stations were using ZK as well.
