It's just a text file.  Just tell Windows to always open .dat files with
Wordpad or Notepad, via the "Let me choose" option.  If you don't know what
I'm talking about, ask someone with more experience using Windows to help
you.

But there really is absolutely no need to open it, as you could easily mess
it up.  Just drag it from your download folder into the folder displayed by
Win-Test when you do File | Explore | /countryfiles directory.  When it
prompts you "File exists, do you want to replace the file?", click YES.
