Did you check *Use CI-V Transceive* in Win-Test?

In the Icom-756Pro menu, do you see:

CI-V baud rate 19200  (not AUTO)
CI-V address 5Ch
CI-V transceive ON

Finally, if you really have an IC-756ProII or IC-756ProIII rather than the
older IC-756Pro, you must explicitly select that model for Radio.
