[WT-support] ARRL 10m contest

All seems well with 4.7.0 and the new 10m contest rules.
One exception:  It may be necessary to allow the Mexican state DF to be logged as DFE as well. 
As printed on the ARRL site for this contest it states: Distrito Federal (DF or DFE)

  Yes, Laurent seems to have just added the new multiplier support for the ARRL 10m contest to WT 4.7.0-dev (wt_dev.exe).  Please test it:
