In wtRotators, did you define an "antenna" for every VHF band?  wtRotators
will not do anything if no antenna is defined for the current band.

Also, use only wtRotators version 1.3, as version 1.4 is unusable, and the
developers have not
had time to fix it yet.

Or try PstRotatorsAz v 4.23.
