Most radios ignore CAT commands to change frequency while they are still in
transmit mode (e.g. whenever the PTT line is closed).

And Win-Test records a "default" freq. like 28500 if you change bands of a
QSO with the Alt-F1 or Alt-F2 keys.  So, if the radio is not responding to
frequency change requests at the time, it seems like it is possible that the
band and freq. could get out of synch.
