No.

Even if it did exist, it could not prevent transmission activated by the
radio itself, such as pressing a "Voice Keyer Playback" button on the radio,
or a CW memory button, or the TUNE switch, or the antenna tuner button.  But
it would be nice for "stacking" outgoing messages between two radios.

I created a hardware lockout circuit for two Elecraft K3s.  You may be able
to do something similar with other rigs that have a TX INHIBIT line, but
each manufacturer does something a bit different.
