[WT-support] Bug TO7A and WPX

It sounds like you were not using the latest country file, CTY_WT_MOD.DAT.

In Win-Test in the callsign field, type COUNTRYFILES [Enter], then select
and download the latest CTY_WT_MOD.DAT, and follow the prompts.  TO7A is
then counted as Martinique.
