First, if you can't figure out which program is using COM4, shut down and
restart Windows and see if the problem goes away.

If it's a WinKey USB, or a WinKey embedded in another device like a microHAM
box, the USB device driver for the WinKey or microHAM box has to be
installed and working.  This defines a virtual COM port number like COM5.
You have to look in the WinKey setup software to see what COM port number it
is using.  I suggest changing it to COM5, in case there is some other
program trying to open COM4.  Then tell Win-Test that COM5 is your WinKey
port, and set the baud rate appropriately by pressing the Configure button
in the Win-Test Interface Configuration menu, and then press the big [ Use
WinKey Defaults ] button.

If it is a WinKey with a serial port, chances are you are using some type of
USB-to-Serial port converter, and that software has to be similarly
configured to use COM5 instead of COM4.
