[WT-support] MP3 codecs on Vista / Win7

Hi all

By chance, I found an interesting link describing how to use the MP3 
Fraunhofer codecs in Vista and Windows 7.

It worked for me, but YMMV.

Also, with the help of N6TV, we found some issues with the LAME ACM 
codec for several low sampling and bit rate settings. In the next 
versions, we will have to restrict the use of this codec to some high 
values only.

The minimum values will be :

Mono : 32000 Hz / 48 kbps
Stereo : 32000 Hz / 96 kbps

If possible, we rather recommend you to use the Fraunhofer codecs instead.
