Delete the "FC   FO" line in the ARIPROV.DAT equivalence file.

The "FO" province was used previously, and FC was used as an equivalence 
at that time. As the "FC" province is now clearly indicated in the rules 
(and is displayed in the Alt-Z window), this equivalence line must be 
deleted in this file.
