I think I have solved it. The problem was using the
intellipoint software by MS for the mouse to allow for button
customization. I removed the Intellipoint software from the
computer and now the middle mouse button does indeed populate
the Partner Window Stack. Someone might want to put that in
the documentation wiki.
I should have read your earlier posts on the use of the
scripting mechanism. I was attempting to put the script in the
argument box on the script manager. When I created the tilde
script in notepad and placed it into the scripts directory and
then used the /Tools/Scripts manager to assign the tilde key
to the tilde script it works as expected. The subtle trick is
to create the script and put it in the scripts folder then
assign the key in the scripts manager. I hope this helps
others in making this new option work.
As you can see Larry, it was operator error with a dash of
RTFM after all.

I don't use a MS mouse, so I can't try it by myself.
