[WT-support] HF.DTB To CTY_WT_MOD

The files are used for different purposes.
HF.DTB is a database used for pre-fill of exchange data for some contests
(e.g., U.S. state).  It is also used for the Super Check Partial window if
MASTER.SCP and DEFAULT.SCP are not found.
CTY_WT_MOD.DAT is used for Country/ CQ Zone or ITU Zone lookup, not state.
 It is not used for Check Partial.

Type CTYFILES [Enter] to download and select the latest country lookup file.
