[WT-support] Elecraft DVR control

I found the K3 commands for DVR playback in the K3 Programmer's
Reference<http://www.elecraft.com/manual/K3_Pgmrs_Ref_Rev_B22a.pdf>
:

RIT CLEAR="RC;"
PLAY M1="SWT21;"
PLAY M2="SWT31;"
PLAY M3="SWT35;"
PLAY M4="SWT39;"
PLAY HALT="SWT37;"

So all the radio commands are there; it's just a matter of getting Win-Test
and/or Omni-Rig to issue them.
