[WT-support] No German language in Wintest 4.3

For some reason, the "wtdeu.dll" provided in WT-4.3.0 is bad. I have 
uploaded a fixed version at:
http://download.win-test.com/v4/bin/wtdeu-4.3.0.zip

To get the German language working again with WT v4.3.0, please download 
this file and unzip it in the working directory of Win-Test (usually, it 
is C:\Program Files\Win-Test\).
