[WT-support] Swap VFO function in v4

I don't think $SWAPVFO was implemented; there's nothing mentioned in
Release.txt.  We also have been asking for a similar $CLEARRIT variable.

Perhaps these could more easily be supported (for all radios), when OmniRig
support is added to Win-Test.
