[WT-support] Paddle focus problem with WinKeyer 2

I think Win-Test has always worked this way, but I don't know if it is the
way that CT1BOH wanted it to work, or if it is a bug.
I use LPT pin 14 for "Active Radio" switching, but it doesn't seem to work
either, unless you send a programmed CW message. One would hope that while
sending with paddles only, you could change the transmit focus instantly via
CapsLock alone. Right now, you can't. You have to rely on a programmed
message to "activate" pin 14.
Maybe something unwanted will happen if this is fixed, but I can't figure
out what that might be.
So José, bug or feature?
