The binary Database (.DTB) feature of Win-Test, documented
here<http://docs.win-test.com/wiki/Database_Files>,
is very basic and assumes callsigns are listed only once. As you have
discovered, if callsigns are listed twice, the "last" entry "wins".
Win-Test can automatically enter only *one* locator, not multiple possible
locators.

The Extra Data files<http://docs.win-test.com/wiki/Menu:Windows#Extra_Information>(.XDT)
feature is much more flexible, as you can list multiple locators and
other information there. Each callsign should still be listed only once, no
duplicates, but you can include all the locators you wish on the same line.
Win-Test won't automatically fill it in (exchange guessing doesn't work with
the .XDT file), but it will display the info as soon as you enter the
callsign.

Press [Alt-X] to open the Extra Data window.

In your SPECIAL.XDT file (a text file), you could put:

N6TV CM97 CM96 CM95
N6RO CM96
...

to list up to the the last three grid locators used by the callsign in
various contests. You will have to create this text file yourself using a
Perl script or database program such as MySQL, Microsoft Access, Lotus
Approach, etc.
