[WT-support] TX Lockout

Where is the TX lockout configuration (or, is there any?) in Win-Test?  In
SO2R and in some multi-op situations there will be two, or more,
transmitters that cannot transmit simultaneously according to the contest
rules.  So, the user should be able to configure "Last One Wins", "First One
Wins" or "Linked" where the second transmission is queued up but waits until
the first one ends.  I haven't been able to find anything about this in the
Wiki or searching through the menus.
