The multiplier status should be used only when there are specific rules 
for mult stations (like in CQWW DX M/S for example). In this case, this 
stn is supposed to work mults *only*. If not, its contacts will be 
flagged with "!!!!".

IMHO, the pb you seem to hv (stuck on 20m) is not related to the status 
distribution, but to the bug fixed in 3.19.0.
