This looks fine, assuming you are running Win-Test and wtDXTelnet on the
same PC, not two different PCs, so I am stumped.
Exit wtDXTelnet completely (all copies). Maybe exit Win-Test as well.
Restart Win-Test and let Win-Test start wtDXtelnet, either automatically or
manually via:
Options | DX cluster | Local wtDXTelnet, Start
After running this you should see a separate wtDXTelnet window open and
connect to the cluster automatically, and you should start to see the spots
in Win-Test [Alt-O] window.
In wtDXtelnet, Select Help, About. It should say version 2.1.
While both Win-Test and wtDXTelnet are running, open a command prompt window
(Start, Run, CMD) and type:
netstat -a -n | find "9871"
You should see only one line:
UDP 0.0.0.0:9871 *:*
If you see more than one, perhaps some other process is using that same port
too? If so, try a different unused port number in Win-Test and wtDXTelnet.
You should also do netstat -a -n -b. This will run a long time (3 minutes
maybe). In the list you should see something like:
UDP 0.0.0.0:9871 *:* 2524
[wt.exe]
UDP 0.0.0.0:9871 *:* 3304
[wtDxTelnet.exe]
Which indicates that both programs are using the same port number to
communicate. (Number on right is process ID, which will be different on
your machine).
In sum, if you have everything configured right, as it appears you do,
Win-Test and wtDXTelnet should have no problems communicating.
One more thing to check: none of your COM ports in the SETUP window should
be defined as "Packet Radio TNC", since you are using wtDXTelnet instead of
a local TNC.
