I do not think that HamCap is compatible with Vista. I had the same problem; looking at the HamCap web page, it does not list Vista as one of the supported Operating Systems.

I have some problem with Win-Test  and Windows Vista, when I start a Log,
There are a problem with HamCap engine, after the start If a choose a
Command Menù on Top of WinTest Window, again there a problem with HamCap
