[WT-support] Win-Test version 3.17.0

Hi Oliver and Larry...thanks so much for the new release...I already have
downloaded it to all my machines and I have double tested the QSX
function...thanks for the great response...and I see that you guys will be
at FY5...Good Luck, NQ4I M-M will be looking for you on all 6 bands...de
