[WT-support] Partial calls...three characters needed?

It seems that THREE characters are required to make the PARTIAL Callsign feature come to life in WinTest.

In CT it was just TWO characters. 

Is there any reason for it to be THREE within WinTest? Or can the user set it to be just TWO characters instead of THREE?
