SEC.DAT seems to be more up-to-date.  It has the NT/NTX fix (Northern
Territories vs. North Texas).  Otherwise, they are exactly the same, except
for "DX" on the last line of FD.DAT.  I'm not sure if Win-Test really needs
that.  DX counts for QSO points in ARRL FD, but not in ARRL SS.
