[WT-support] Database files for the ARRL DX contest

Hi all

Please note there was an error in the READ_ME.TXT file of the databases 
files web directory.

For the coming International ARRL DX contest, the database for the DX 
side is named ARRL-USVE.DTB (zipped in ARRL-USVE.ZIP) and the database 
for the US/VE side is named ARRL-DX.DTB (zipped in ARRL-DX.ZIP).
