[WT-support] DX-cluster commands under wintest 3

Usually, it is a misconfiguration problem between WT and WtDxTelnet.

Read carefully http://docs.win-test.com/wiki/DX_Cluster/Telnet and check 
your settings / firewall rules (if any) etc.
