[WT-support] ARRL 160 Cabrillo generation

Hi al.

Some users (mainly non-US/VE) reported a problem after submitting their 
ARRL 160 log to the ARRL robot.

Actually, the robot doesn't accept an empty sent exchange, even if the 
rules do accept it !

I fixed this problem by inserting a "---" instead of the empty exchange, 
which is very common in such situations, after a discussion with Trey 
N5KO and Sean KX9X (from the ARRL).

You can use the last nightly build which include this fix (amongt others).
