in WAE-CW or WAE-SSB you may not transmit QTCs if you are in EU.
So cntrl-L does not work.

Olivier, are you tuned?
could you add a error message to WAE-SSB or CW when CNTRL-L
is pressed in EU? similar to the WAE-RTTY, where it states
"* Not allowed to transmit QTC to <call> *"

in WAE-RTTY, You may also transmit QTC if you are in EU, but only
to stations outside EU, so CNTRL-L does not work for every call.
There is a error hint, but in WAE-CW/SSB it is not.
