[WT-support] WT 3.14 Bug Report: Update Database corrupts ARRL-ALL.DTB for NA contests

Steps to reproduce:

   1. Download and UNZIP
   http://download.win-test.com/databases/ARRL-ALL.ZIP into your Win-Test
   directory
   2. Create a new NAQP log using Win-Test 3.14 or later
   3. Log one QSO with:  K0XP STEVE CT
   4. Do File, Update Database
   5. Type NEW
   6. Create a new NAQP log.  Note that ARRL-ALL.DTB is reloaded.
   7. Log K0XP
   8. Bug:  S/P (State/Province) is filled in with "STE" instead of with
   CT

Given the field reordering, I suspect the same bug occurs using NAQP, NA
Sprint, and NCCC Sprint logs with Update Database.
