[WT-support] WAG and long DOKs or no DOK

Hallo,

WinTest does not allow for stations with long DOKs (these are special
event DOKs -> DST2006) or for DLs with no DOK, i.e. 59 000.

 List of special DOKs:

 000 is the report for stations who do not give a report according to
 the WAG rules.
