[WT-support] RDXC -wrong score for Kaliningrad and wrong Obl count for Antartica ?

Hi all,

used 2.28 in RDXC last weekend.
All was very fine, but points for qso with UA2
stations from Kaliningrad
Here is the exratct from the rules:

7.2 Non-Russian stations: QSO with Russian station –
10 points, QSO with your own country – 2 points, QSO
with a different country on your continent – 3 points,
QSO with another continent – 5 points. 

7.3 Kaliningrad (UA2) is a separate DXCC entity and a
separate Oblast, but points for QSO with Kaliningrad
are counted as for European Russia. 

DXCC entity is managed OK but point are counted 3
instead of 10 (as per 7.3)

One more note about R1AN (Antartica Oblast)
It is not counted as Oblast (AN) but only as 
DXCC entity.
Rules are not so clear on this point (9.2), 
but I think it should be treated as UA2, 
so different DXCC and different Oblast.
Points also should be 5 or 10??
