[WT-support] CTY_OBL.DAT suggestions

After Olivier's email it doesn't matter for me anymore, but
for some sinle-mode guys it would be useful... 

Yday night as a prep for next weeks contest I checked the
cty_obl.dat file and would like to suggest the following
changes listed below.  



Vologodsk (VO):  

	Add: R1R, RF1P, U1R, UA1R

Pskovskaya (PS): 
    
	Add: UA1X

Kaliningrad (KA):

	Remove: all F's (all R2*, R?2* is KA as well as U?2*
	
	Correct: R2, RA2, RI2, RK2, RM2, RN2, RU2, RV2, RW2,
                 RX2, RZ2, U2, UA2, UE2;	

Moscow (MA): 
	Principle: all R3A*, R?3A*, R?3B*,R?3C*, U3A*, U?3B*,
U?3C* is MA
	
	Add: RD3B, RD3C etc. (there are active calls already)
	
Moscovskaya (MO):

	Remove: UA0KCL/3 he is nw RL3DZ
	Add: R3R which is UA3DPX's vanity call conflicting  
        with R3R* in TB
	
Ekaterinburg (SV):
	Add: R9, RY9C
	
Krasnoyarsk (KK): 
	Add: UA0BW (exception, but in KK since 92)	
	
Khabarovsk (HK):  
	Remove: UA0ZBK/0 (same call also operated from R0I)	
	
General: 

- Add RI prefix to every region with coast: R1A, R1C, R1N,
R1O, R1P, R1Q, R1Z, R9K, R0B, R0K, R0C, R0L, R0X, R0Z.
